Comments in opposition to Physicians’ Conscience Regulation

In August 2008, the Department of Health and Human Services (HHS) proposed a regulation that would expand protections for medical professionals who refuse to provide health care services that they object to on moral grounds.

Policy Integrity submitted comments, with a coalition of reproductive rights organizations, led by the Center for Reproductive Rights, in opposition to the regulation.

Policy Integrity’s analysis concluded that the cost-benefit analysis conducted by HHS overlooked large economic and health costs and therefore could be in violation of the Administrative Procedure Act. The coalition’s comments were joined by 50 other reproductive health, legal, and human rights organizations.
