Leila Safavi

Economic Fellow

Leila Safavi is an economic fellow at the Institute for Policy Integrity. Leila earned her Ph.D in agricultural and resource economics from the University of California, Berkeley. She is an energy economist with interests in industrial organization and law & economics, and her research combines applied econometrics with novel data collection to study the impact of energy policy on firm behavior. Her recent projects study affiliate contracting for natural gas pipeline capacity and the impact of market integration between RTOs on allocative efficiency in electricity markets. During her graduate studies, Leila held teaching assistant and graduate research positions, including at the Lawrence Berkeley National Lab. Prior to her doctoral studies, Leila held a position as a research analyst at the MIT Center for Energy and Environmental Policy Research, where she worked on a large-scale evaluation of utility energy efficiency programs. She holds a B.A. in economics and English literature from the University of Chicago.
