Norman Bay

Norman C. Bay is a partner and head of the energy regulatory and enforcement group at Willkie Farr & Gallagher LLP in Washington, D.C. He was Chairman of the Federal Energy Regulatory Commission (FERC), as well as a former Director of the Office of Enforcement. He was integral in shaping FERC’s policy and conducting stakeholder outreach on a wide variety of issues relating to the wholesale electricity and natural gas markets, including energy storage and distributed energy resources. Bay was previously a Professor at the University of New Mexico School of Law and the U.S. Attorney for the District of New Mexico. He is currently a non-resident Senior Fellow with Duke University and a member of the Advisory Board of the Irving Institute for Energy and Society at Dartmouth College.
