On July 29, 2024, the Workshop Facilitator for the Illinois Commerce Commission finalized its Future of Gas Phase 1 Workshops Facilitator Report to the Commission. The final report incorporated several recommendations that Policy Integrity made in comments responding to presentations and draft documents during the course of Phase 1. Specifically, the Facilitator incorperated the need to consider leasing arrangements when evaluating market readiness of alternative building heating technologies, the importance of not assuming away without analysis the purported emissions benefits of alternative fuels, the need to expand the concept of "fuel diversity" to encompass a broader range of resources than merely fuels (i.e., resource diversity), the importance of anticipating the possibility of declining gas use when evaluating gas investment drivers, and the need to consider whether key analyses would be optimally performed by utilities or non-utility parties (such as state entities, consultants, or academic centers).
