The Department of the Interior is conducting a review of its federal oil and gas leasing program. We submitted comments encouraging the Interior to pursue concurrent action on three fronts: curtailing fossil-fuel leasing while promoting renewable-energy development on public lands, reinstating and strengthening environmental mitigation and offset requirements, and reforming lease terms to ensure fair returns to taxpayers. Our comments also advise Interior on how to begin developing the analytical toolkit to support ambitious programmatic reforms.
